Speaker:  Abbie Frase


Abbie Frase serves as the Enterprise Data Professional Development Manager within the Ohio Department of Administrative Services’ Office of Data and Efficiency. In this role, she leads the Enterprise Organizational Change Management team and oversees the Data Analytics Learning Center as its Administrator, advancing statewide data literacy through comprehensive training and badge programs.

With 28 years of dedicated service to the State of Ohio, Abbie brings deep expertise in organizational change, learning strategy, and workforce development. Prior to her current role, she served as the Human Resource Learning, Development, and Performance Management Manager at the Ohio Department of Medicaid.

Abbie holds a Master of Education & Human Resources with a specialization in Organizational Learning, Performance, and Change from Colorado State University, along with a graduate certificate in Instructional Design from the University of California, Irvine. She is a CDMP Associate and maintains certifications in Prosci Change Management, LeanOhio Camo Belt, DISC, True Colors, and the Windmills Attitudinal Training Program.

She is an active member of both the State of Ohio Training Association and the Ohio DAMA Chapter. Abbie is passionate about empowering state employees, fostering learning cultures, and strengthening organizational readiness for data-focused decision-making.

Topic: Why Your Agents Are Wrong:

Context as the Missing Governance Layer

Enterprise AI agents answer business questions correctly only about one in five times when they lack a governed context layer,  a finding independently confirmed by both Snowflake and Anthropic. The problem isn't the model; it's that we hand agents schemas and expect semantics. This session examines why context is the real constraint on enterprise AI, how it gets built both manually and through automation, and where human judgment remains irreplaceable. The takeaway: governance is no longer an initiative requiring justification, it's the accuracy layer for AI, and the discipline that produces it has moved onto the critical path.

An AI Solutions Specialist at Snowflake focused on working with organizations in Financial Services and Insurance industries. His team specializes in helping organizations design and evaluate enterprise AI/ML solutions built on Snowflake's Cortex platform. John is based in Cincinnati, Ohio.
